Biography
Rachél is a resident of Aptos and a civil engineer with more than 30 years of experience. She has a B.S. in Civil Engineering and an M.S. in Geotechnical Engineering from U.C. Davis. Her career has included extensive work in the geotechnical engineering field, including foundation design, slope stability, and soil and groundwater remediation projects. Rachél is passionate and knowledgeable about local water issues and believes that her experience will help the District make the difficult decisions needed to protect the future of our community.
Employment
Rachél currently works at the Carmel Area Wastewater District as the Principal Engineer. This incudes the administration of the collection system and remote lift stations. She also oversees the Geographic Information System (GIS) and Asset Management programs, issuance of permits, annexations, and review of plans and specifications. From 2002 to 2015, Rachél served as the Sanitation Engineer for Santa Cruz County Sanitation District, which involved managing the engineering design and analysis for sewers and pump stations, rate setting, budget development, project review, billing, and customer service.

Rachél has been a board member since 2016 and also serves on the following committees:

- Santa Cruz Mid-County Groundwater Agency (MGA) Board (alternate)
